Houmma Garba

Houmma Garba is a dynamic leader at the City of Austin, where she drives the organization’s language access program. In this role, she provides strategic direction and expert technical assistance to City departments, ensuring full compliance with Title VI of the Civil Rights Act of 1964. She has been instrumental in updating the City's Language Access administrative bulletin—language access policy—and leading the creation and implementation of the iSpeak Austin language identification system and the City's groundbreaking translation style guide. Before her work with the City of Austin, Houmma spent over a decade in the nonprofit sector, empowering newly arrived immigrants in their transition to life in the U.S. Houmma is a leading member of the Municipal Language Access Network (MLAN) and is fluent in Fulani, French, and English.
